im new at raising chicks or chickens

General rule is as soon as they have proper feathers, then they can go out. Just need to watch the baby chickens with predators as they don't possess common sense at that age! Also, they are curious and will get into any nook, cranny or drain that they can. They'll huddle together at night for warmth so they should be fine, providing the have adult feathers that is.
 
Welcome ! Keep in mind Roosters can be Noisy If you are not planning on Hatching or having Chicks and your neighbors are close you may never want them.. Mine Crow a lot ! But I love it and have no real close neighbors .. If you hope to have Chicks you will most definately need a Rooster

they are rhode island red, rhode island white, and production red
now we have four new ones to the population but they are still about 2-3inches tall yet. they are barred plymoth rock
