When's the last time you candled them?
What's the brand of incubator, your temperatures and humidity for the whole incubation period? And are you sure of them by calibration?
You can get an egg and candle it to see what progress they're at.

No, it's the membrane that can get tough but that only happens if you leave the lid off for a while.
