My female budgie looks puffy but is doing everyday normal activities and ...yes she has a boyfriend but idk if her having eggs is anything she wants ....what do I do?

When a bird is puffy, it may just be cold, but I can usually tell when that's the case. Your budgie looks like she may be sick.
