about three weeks ago my chick hatched and just the other day i was looking at its shell and i realized that the air sack was still fully in tacked, no punctures or anything! is it possible that it didn't break it? She is a bit small, smaller then her siblings but still!

She is the barred rock (Lucy) :)
 
I think perhaps you are looking at an egg shell that someone broke open to eat (like when you're frying an egg, you crack it open and the air cell can be intact). There is no way a chick can hatch without breaking into the air cell because it takes a lot of effort to hatch. Effort requires oxygen. The oxygen is in the air sac. If the chick never pips the air sac, it a) won't have room to move and b) won't have enough oxygen for the strenuous activity of hatching.
 
No it is most defiantly the egg from which she hatched... and I know all about them having to break it on day 18 and everything but it is not broken.
