I had been told that broadcasters accents were do to the Chicago Manual of Style. Apparantly, that doesn't mean that they speak with a Chicago accent

The Chicago Manual of Style is a grammar, composition and style book used mostly by writers, editors and publishers. It has nothing to do with accents or regionalisms, just with correct, clear and coherent use of the language.

OTOH, you can look at the Dictionary of Regional English. Here's a quote from their home page:
