That is a draw bridge that spans the Tennessee river in down town Chattanooga. The yearly music festival always ends with fireworks an the fireworks always end with this on the bridge.

Been to Chattanooga but just passed thru, I'll have to ask my sister about that. I'm going for a visit around the 4th this year.
