No, the river just thawed in the middle of winter. This usually happens every spring, but apparently there was a thaw and the ice broke, and it all floated down in a heap. One of the speakers claims that this is the second time, that is, all this heap of ice, water, snow and trees is floating by, and the river is becoming shallow again. Geographically, it is relatively close to the border with China. But no one said what river it was.
This did not cause any particular damage, except for trees torn out along the edges, but people argue that being on the river at this time is dangerous. You can go fishing on the ice, and then suddenly in the middle of winter something like this suddenly arrives.
And in the spring this is quite common. The ice is melting, the snow is melting, there is a lot of water and it all flows, partially breaking the forest.
 
More precisely, now in time (according to the calendar) it is still autumn, but in terms of weather it is already winter. In the place where I live, for example, at night it’s already -26 C. Well, if the river froze (and it did), in theory it should have thawed only in the spring. But for some reason it thawed earlier, and it all floated away.
But this was not taken near me, I live in the hills, the only river here is Klubish, this river looks like a river only in the spring, after the ice melts, and in the summer, during drought, it dries out to the state of wet sand at the bottom and several puddles. But this has nothing to do with the climate - it has always been like this. It's more like a stream, they called it a river, I don't know why.
And in the video, some river is clearly larger.
