um.. what sort of bomb shelter is that? looking through the door, it looks more like a toilet seat. Fancy outhouse?

I think its a WWII air raid shelter that the RAF built down the sides of their runways. The toilet seat is actually part of some kind of water mark in the picture. It says something under it I think.
