I'm not a duck/goose egg expert but I think your humidity may be a bit low. Have you opened the eggs to see if they developed or when they stopped developing?

Are you sure your thermometer is accurate? Bad thermometers have killed more eggs for me over the years than anything else.
Try comparing yours to an oral thermometer. They are very accurate.
 
I run my incubator between 99.3 and 99.6 and then keep humidity at 37% to 39%. When the eggs start to hatch the humidity will climb on its own. my Incubator is a large cabinet style.
 
I believe Galen54 is taking temp with a Celsius thermometer? in this case the temp should average 37.5.
