every ground rod i ever worked with was copper......never saw a rusty ground rodYou never told me how deep the ground rod is.
The rod is rusty for its entire length so it isn't making good contact under ground. It needs to be a galvanized rod or something that doesn't corrode.
You obviously didn't read or follow the instructions that came with the charger. Until you do so, your fence won't work.
