The blocks are called Perform wall. Yes, filled with concrete. It is very insulating. I don't know the absolute value, but I would think over R-60. There may be some heat loss at the top of wall where it's mostly concrete. Electrical conduit is run under the slab when possible. Otherwise, like the plumbing, channels can be carved in the 3" foam skin on either side of the blocks. Also there's a 6" square of foam every 15" on center that can be easily drilled or carved out to accommodate pipes and boxes.
I can take some different pictures of the construction if you want...

Styrofoam and concrete. It is sprayed later with a concrete color coating.

Pictures of construction would be great. I work for a builder here in Sacramento wood frame only. Long ago out of the construction part of it though. Quality control at this point

Some of those are close but most are off.
I don't think Adelaide the chicken sitter knows what she's talking about.

Leghorn = leg-horn (NOT le-garn) That depends on what part of the country/world you live in. In MO it is le-gern. I'm not saying that's right it is just how it has always been pronounced around these parts. Webster's says both are correct.
That's like New Orleans, if you're from there, it's N'awlins.
If you're from Norfolk, it's Norfuk.
