I have some four week old chicks in the house and the heat lamp broke will there be ok without it

Possibly depending on the temperature there

Should NOT let them get chilled

CAN use a 40 or 60 watt INCANDESCENT bulb
Leave the brooder lamp real low, but high enough so the chicks can walk under without ducking

Yes! At four weeks, a 65 -70° house is fine.

you can hang a regular 75 watt bulb for them at this point as long as your house is reasonably warm.
