I have a question... If I had one line of RIR, and I bred the hens to the Roo, hatched chicks, could I breed new Roos back to their mothers? And new hens back to father? How many times could I do this? Would I need a new Roo for a new line?

Once would be fine, IMO, but beyond that I'd want some "new blood"

If you study line-breeding technique, you can effectively breed like this for 8-10 years before having to introduce new blood.

Really! I'd have never thought that span wouldn't weaken the line & open the door to any recessive traits. Learn something new every day!

That's how people can have specific "lines" of a breed. If you're constantly introducing "new blood" than you are also introducing there problems. So if you breed for certain characteristics and want to breed out the bad stuff you have to keep a fairly "closed" line of birds until you get what you want.
