Sounds like you've got your master plan planned.

I am the master of master planning. Much to the exasperation of my partner who is very much and on the fly type of guy.
I'm going with 3 pens, since that's what I just finished building... and at least 4 hens per pen.
That's probably how many I'd do. preferably with different sourced hens for each pen, and different sourced roos as well.

When you do get chicks and better girls become available will they get rotated in?

You add the daughters you want to breed to the pen their mothers are in.
Yes. This will keep the best of the best in the #1 pen, and can help reduce inbreeding. Will have to keep track of all the birds to know who's related to who... and how they're related.
All girls stay in the pen they come from. (once they're grown out of course.)



You are also supposed to retire any "grandparent" chickens at the end of every 3rd year.

Than how does one improve upon the girls side of things if they only get retired every 3rd year?
