Most ptc heaters can operate on either, like the types on the following page.

Since yours specifically says AC and you're on 110, no worries.
Are you using it for an incubator?
I'm adding a small 12V ptc to get more heat at the bottom of the cabinet.
Yes I will be using it for a small incubator. Would top or bottom work better for it?

Depends on the size and shape. Keeping in mind that heat wants to rise, lower would likely be better.
Mine is a tall cabinet. The combination heat element and fan is in the center of the top and is designed to drive heated air out and down the sides and back up again. But it doesn't go down far enough - even with 3 fans on the middle rack blowing down. So I'm mounting a channel down the back with a ptc inside and a fan at the bottom to draw heated air from the top past the ptc and into the floor of the incubator.

I added two by fours on the inside pluse seperateseperate 2x4's as stops. Then a board on the bottom to prevent reaching under and three separate locking mechanisms that go different directions.
Works for me!
