well i tested it will the muiltmeter and it said 8 volts and i touched it and i didnt shock me but it has power in the wire and the wire was off an insulator i have four of them on there and it came off one

so you fixed the insulators?

yes the wire was off of one of them and i put it back on it the pen had 4 of them on it and the wire came off one of four of them

Good job. The power was being drained away. With electricity, one needs to be very methodical and eliminate any possible shorts and bad or inappropriate grounds.
