Incubator light flashing

Hello everyone, I made a DIY incubator with a water heater thermostat. When it gets close to the temp it's set at, the light flickers. Is this normal (safe)? The incubator is a styrofoam cooler, with a fan and a 15 watt bulb, should I get a bigger bulb? The thermostat is bout an inch from the light bulb. Is this too close? Sorry for all the question's and any help would be greatly appreciated.
 
I had a DIY styrofoam bator and had good luck with chickens and pheasants. I used a 75W bulb and a thermostat from a water heater. My bulb started blinking all the time so I changed it and it quit. I have a new bator that I made from a dorm sized refer on heat right now and I'm using a thermostat from a water bed, it's holding pretty good temps. just waiting for the eggs. Ordered a wafer thermostat and I'll wire it up and use the water heater thermostat as a fail safe.
