Incubator not coming up to temp?

Ok, I started on my incubator yesterday. Got the thermostat and lights in. It went to 90 degrees within an hour so I thought ok its gonna heat well. Of course it was already in the 80's outside though. After let it run all night it made no improvement. Kinda surprised cause I have two 60 watt bulbs in it and I though that would be plenty from what I saw most people using. I did notice my door wasn't sealing as well as I thought so I will add some weather stripping. Also going to get a fan put in this morning. It is a wooden incubator with inside dimensions about 36x24x18 right now. Would some reflective insulation help also?

Correction. Had two 40 watt bulbs. Just replaced with two 60 watt. Put weather stripping around the door and added a small 4" fan. Gonna see how that does before I do any insulation. It pretty thick wood. Does lining with foil make a big difference?
