Incubator Temp/Turning Issues

Hi, I was wondering if anyone could give me advice. I've only been opening my bator 2-3 times a day, just long enough to turn the eggs. I can't get my temp back up after wards. I have it on what I think is the correct setting for my bator. My thermometer reads the between 98-100. It's just taking way longer than I feel it should to get it back up to temp. Should I crank it up and then turn it down when it starts to get close? Let me know what you think. Thanks.
 
I would not try to adjust it if it goes back up to the right temp., even if it takes a long time. The danger would be adjusting it and getting the eggs too hot.

How long does it take to get back to the correct temp.?

Is your incubator still-air or forced-air?
The proper temp. for still-air is 100 to 101 degrees
The proper temp. for forced-air is 99 to 100 degrees
