DE is not an effective treatment for an active outbreak. It's a deterrent at best. For an active lice/mite outbreak you need to treat with something more targeted. Pyrethrin is a good choice. Works well, non-toxic, and you can still eat the eggs. You will need to retreat every two weeks till there are no more lice/mites on the birds.
Also, only treat if there are actually mites or lice on your birds. If you check them over and there are no mites or lice anywhere, you don't have a bug problem.
