They say ideal is 99.5, I always set mine at 100. Sometimes it goes up a little (like up to 102), but always keep it around 100, not below.
Maybe they're getting cold?

Are you using your own eggs or ordering eggs?
If you order, try to get from someone not too far (like not the other side of the country), and rest your eggs (at room temp) for a good 12 hours before you put them in.

My set it. I am useing my own eggs. I cracked 4 eggs yesterday to check fertility and had pretty bullseye

on each. The eggs are fresh at most 3 days old.

I think you are turning too much?
I have an auto egg turner now, but before I only turned twice a day once in the morning once at night.
I've heard people doing it 3 times a day, but never as much as you.
They could be getting too disturbed or losing too much humidity/temp with it being opened so often?
 
Honestly, I would also take out the fan. But that's just my opinion because I've never used one. It could be doing more harm than good if you're not getting any development.

Your set up looks good though!

I'm also surprised your humidity is so low with that much water. Possibly from the fan/openning.
I don't even use water until lockdown and mine stays steady at 50% up until then.
 
I tried no water humidity dropped to 9%. My house is pretty dry. I tried the wells it dries too fast I just put the bowl in right before the pic to try that gonna hookup a tube with syringe to add water to keep me out of it
 
Yes, it's probably a climate difference (I have no idea where moncks corners is )
I'm in southern NC and it is HOT & HUMID!!! haha
Even with my AC running 24/7 it's still pretty humid in my house
