the reason the fda is regulating the medications is because of potential effects they can have on the consumer side, not the birds themselves.

From what I have read it is VOLUNTARY no teeth they can't enforce it. They have not past any RULES and REGULATIONS that would take more paper work..... I also think BIG INDUSTRY would fight it too much.
