Ingrown Feather?

Hello! This is my Silkie Rooster "Uncle Baby" and he has been seemingly bothered by something on his left side, he scratches his left wing against his leg (kinda like a chicken with scale mites does), however, I can not find any parasites on him which makes sense cause he is in a new coop that gets cleaned constantly and I check my chickens often for parasites. The only thing I can think of is this weird feather that seems ingrown or something, it doesn't seem to have anything swelling/fluid at the base but it doesn't look normal and I assume it is why he scratches it in the morning. He doesn't seem to be bothered by it the rest of the day either... Thoughts?

Also, I know he isn't pure bred cause of the straight comb, he also has 6 toes on one foot and 4 on the other. I love our little weirdo!

This is the best picture I could get, sorry. It doesn't feel like anything is going on under the skin but visually it looks weird and those clump of feathers are always hanging down a little like that.
 
I think that's a pin feather. That's how they look coming in and they can be itchy. Don't do anything to it though, it'll stop bothering him once it finishes coming in and messing with it will just be painful and will cause bleeding
