Anyone know if this is In grown feathers and what to do about it?

I can't tell from your pictures where this is on the duck. Could it be the oil gland?

Very hard to see what's going on, if you want you can pluck or trim the feathers around the surrounding area, wet it down with some water and give us a nice clear picture of what's going on.
