I have contacted them, they don't return my calls, can only wait. Im rural in the mountains and it's only 19 degrees. Catch 22, glad he was found and not frozen and breaks my heart. U can only try. Thank you for responding!

A lot of wildlife rehabilitation facilities are not actively working due to Covid-19. Consider contacting individual rehabilitators in your area. You should be able to find a directory for your state.
 
There probably isn’t much to be done beyond calling the wildlife center and keeping him warm and fed. Be careful to only handle him when absolutely necessary to avoid stressing him out or causing further injury. Also keep him out of the main living area since just seeing people near by can stressful for a wild bird. Glad you got him before it got cold.
 
He looks like the wry neck we see in poultry. I would follow @Isaac 0 ’s advice, but vitamin E can be helpful with wry neck. It is usually a fat soluble vitamin, meaning it floats on water. But there is water soluble vitamin E available in drugstores and places likem Walmart or Target. 400 IU daily is what to aim for in chickens. Poultry Nutridrench and Poultry Cell also contain some vitamin E and selenium, among other vitamins and minerals. For a bird, 1 ml in a small of water daily might be good.
