I work in a 911 center in PA and the ONLY thing that will get you to police in emergency, other than the NON-emergency line is 911! And, in my county, we (the 911 dispatchers) take ALL fire, police, and EMS calls. The only calls we transfer are for the municipalities that don't have police departments, which the State Police handle. With one call to 911, they can tell you if it actually is an officer behind you, as the officer should have called in the stop BEFORE you are totally stopped.
Also, contrary to what they show you on TV, we can't call your cell and find out where it is. We can, however, depending on your cell carrier, plot you and tell exactly where you are. This works to within about 10 feet, so please tell your kids to keep that in mind if they decide to play with a cell thinking they can't get in trouble. We can still send the police to your house, even from a cell phone 911 hang-up.
