Congratulations on your chicken ownership and advocacy, getting that ordinance passed. I would strongly recommend getting the goat(s).
The mental exercise involved in trying to figure out a containment system they can't go around, under or through goes hand in hand with the physical exercise involved in building pens, pasture fences and chasing down the ones who are smarter than your best efforts to keep them home.
Seriously, I love goats -- including Tessa, the only one of the herd who ALWAYS finds a way to escape where I think none exists. Mine are all miniatures, and kids always love them.
