We have an 8 week old roo we can't keep and my brother wants to take him but he has a large (25-30) flock of adult chickens.. can he introduce the 8 week old roo to the flock?

Quick answer, no.
Usually, chickens should be of comparable size when introducing.
Putting him in too soon could be disastrous for him.
Also, does he already have a roo?
Is it only hens?

I introduced a full size but young roo to my flock of hens, and they tried to kill him.

They should try to have him next to the flock but separated by fencing for quite a while before meeting.

Maybe, but doesn't sound like a good idea to me. Gender doesn't really matter at 8 weeks but adding a single young bird to a large flock could be disastrous.
I have no idea what kind of keeper your brother is, but maybe leave it up to him,
because you really just want to get rid of the cockerel.
