Introducing newcomers

I have 4 new polish chicks that are about 4 weeks old and I have place them in their own cage which I move back and forth from the coop and run depending where most of my older chickens are. The older ones chase the little ones around inside their cage non stop, and peck at anything they can reach.

Is this normal and should I just wait it out?

It is normal behavior. They should eventually get tired of it since they can't really reach the chicks in the cage. If they can reach into the cage, I would put some tighter weave wire on it. When you finally let them together I would definitely make sure they have hiding places and refuge from the older ones.
