Hello, welcome to Backyard Chickens!
I say cull the nasty rooster along with the Broilers. Rhode Island Red roosters are well known for their aggressive behavior to start with. I wouldn't keep him for a breeding purpose either because the offspring will most likely inherit this unacceptable trait.
