Is 12" High too Short for a Brooder?

I've got some quail hatching next week and came across this:

It's 2'x4'x12" high. I'll be using a heat lamp on a dimmer and, while I was going to rest it on wire on top of the brooder, I can raise it if I need to. My question is, is 12" too short for a quail breeder? Otherwise, it seems perfect. The size is good, it's got rounded corners, and it'll be tough. What do you guys think?
 
12" will work fine, as they get bigger just be careful about scaring them as they'll jump and cause scalping or other head/neck injuries on the top wire.
