Is 3 chicks too few for brooder?

I have a backyard coop with 5 hens, and would like to have a few more. Our village's maximum is 8, so I can't get more than 3. I know they need to crowd together for warmth,so am I asking for trouble raising only 3?
 
I currently have just 2 chicks in my brooder. They do just fine. As previously stated, as long as you keep the brooder at an acceptable temp they wont need to pile (which is a bad thing in my opinion, too much of a risk of someone getting squished). Good luck!
