When looking for cockerel characteristics, you don't only look at the tail, you also look at the saddle fathers, (feathers at the base of the tail) and the hackle feathers, (feathers at the base of the neck). Hens will have rounded and short feathers there, and roosters will have cascading pointed feathers.
That is the best way to tell, after that you look at the comb, and the legs. The feathers are usually the most tell tail sign.
