Is he black or blue?

This is a 4 month old Frizzle roo. His feathers are black tipped, but blue underneath. So, is he a dark blue or is he actually black? He doesn't quite look like either from the pics I have seen online. Anyone know for certain what he is? Thanks

Very handsome !! I love frizzles....have a black girl, Juliette. I'm raising 25 SR Banty Cochins...not one frizzle. Disappointed.
