Is he really a rooster?

This is the 2nd of 2 roosters we have had. The first one we culled (March 16) for aggressive behavior towards our young children and that left this guy. He will be 2 in October and has not crowed and our eggs have not been fertilized since a few weeks after we culled the first rooster, who was extremely dominant. To clarify, we had them in our flock together. We just want to double check that this in fact a rooster since he is not mating or crowing, though to us he looks like a rooster. Thank you!

couldnt say why he is not mating but some roos are like that

and are you defo sure he ain't a hen and lays eggs as being hen feathered is a possability its a hen

or then its had a gender change as that is very rare but known
