One of my recent baby chicks's butts did that, she had a bit of dried poop on her butt feathers and when I washed it off it was a bit red, exposed and tender. I put a little Vaseline on it so when she pooped again it would not stick. It healed. I am not a real live chicken expert though, but my experience was that the Vaseline worked and did not harm the baby,- HOWEVER- be careful because an exposed red butt like that will cause the other chicks to pick at her butt... they will just go for the red - so you may have to separate her if you see that happening excessively. My babies did it a few times to the little chicks butt and then stopped , thankfully.

She only has one other chick with her, and she doesn't peck at her butt.
