Maybe some poop got stuck and ripped her feathering off that area. She seems to be a little swollen.
Honestly, I don't really know if you "can fix it" I'm not familiar with what you can put on her in that area and it be safe for babies. I'm sorry!!How could I fix it?
One of my recent baby chicks's butts did that, she had a bit of dried poop on her butt feathers and when I washed it off it was a bit red, exposed and tender. I put a little Vaseline on it so when she pooped again it would not stick. It healed. I am not a real live chicken expert though, but my experience was that the Vaseline worked and did not harm the baby,- HOWEVER- be careful because an exposed red butt like that will cause the other chicks to pick at her butt... they will just go for the red - so you may have to separate her if you see that happening excessively. My babies did it a few times to the little chicks butt and then stopped , thankfully.
