The amount of space each quail cam have as a bubble to not run into another bird. You need to factor in the space feeders, waterer and hides take up too before stocking it too full

That's the general rule for how much space each quail needs to live comfortably. As @JacinLarkwell said, once you factor in feeders, waters, etc, I think that you setup could probably hold about 24 quail.

Yeah, but you'd better change out all the chicken wire for 1/2" hardware cloth,
especially down low and anti-dig apron.
