Is it normal for a 6 week old cockerel to attempt to mate??

So I had my youngest group of chicks outside with the broody that raised them and one of the cockerels mounted the broody while she was dustbathing. Has anyone else had this happen? Is it normal? The cockerel is also crowing already along with one of his brothers.

Bantam birds mature earlier, but still unusual for that to happen.

He looks like a fuzzy faced teenager, and acts that way too. Oh hormones!
