Is it ok to keep a brooding lamp on birds at this time of year?

By saying brooding lamp do you mean the heat lamp? If you get a red bulb it will be just fine for them. I leave two on all day and night to help keep the hens warm and they are all laying just fine.
 
I second the red lamp bulb. I have 1 in my coop all the time as it is very cold here at night. I also have a regular light bulb for those cloudy days. My little flock is as happy as happy can be.
 
The red heat lamp allows the chickens to sleep at night and doesn't mess with their dark and light hours. Iv'e been told that they can't see red light very well.

I do know that I had a white heat lamp in my brooder and the chicks were really pecking one another. when I changed it to a red one they calmed down and are very mellow.
