Is it possible for a hen to never lay?

I have a speckled sussex hen who is 31 weeks old and has never layed an egg. Her comb has never turned red. It is still a fleshy color and small. The other sussex I have started to lay at 25 weeks. I don't think she could be a he as it has none of the rooster feathering or large comb and wattles. She looks just like the other sussex. I'm wondering if she will ever lay or is just strange. [IMG]

From what I have read S. Sussex are notorious for taking a long time to lay, she may just be a really late bloomer. I am not sure if there are hens that never lay, it is good question.
