Is it possible for a hen to never lay?

I have a speckled sussex hen who is 31 weeks old and has never layed an egg. Her comb has never turned red. It is still a fleshy color and small. The other sussex I have started to lay at 25 weeks. I don't think she could be a he as it has none of the rooster feathering or large comb and wattles. She looks just like the other sussex. I'm wondering if she will ever lay or is just strange.

From what I have read S. Sussex are notorious for taking a long time to lay, she may just be a really late bloomer. I am not sure if there are hens that never lay, it is good question.
