Is it safe to take my pet silkie to the park with horness?

Silkies can't really fly, unlike those game type birds, and so are much more at risk out there. Also, you can't really protect a small pet from those two big dogs who show up, except with something like bear spray.
I've seen the small dogs who actually survive attacks, and a couple of times, their owners after they themselves got out of the hospital.

Bend over and let him step up on your hand.

My biggest concern would be people walking their dogs, and off leash dogs in the park. I imagine it would be quite stressful on the bird.

C, that's what I'm talking about. Holding the small pet, and attacking dogs continuing their attack. Nice lady poodle owner survived, and so did her little dog, both after hospital stays.
Bear spray!
When i used to ride my horse along the country roads, dogs were a threat often, with owners watching... I carried a whip for them, and my horse was willing to face them and attack if necessary. Fortunately we never had a really bad encounter, but with a small pet it would have been another story.

Most people in parks these days have good control over dogs. I dismounted horse when dogs where and issue, or our dogs attacked the problematic dogs. We are looking for bad extremes to justify why not to do something we have never done ourselves.
