Is it safe to use a cat collar for my rooster?

My rooster is starting to make too much noise and my neighbours are complaining, but my boyfriend and I don't want to rehome him because we have become attached. We researched ways that we could reduce the crowing and found velcro chicken collars, specifically for chickens although it appears to just be a velcro strap. Instead of waiting for the velcro one to come in the mail he bought a cat collar. Could the cat collar be harmful?
 
I would not be a fan of this idea to be honest. I think it's good to let animals be what they're supposed to be and crowing is just a part of his normal behavior. It is definitely sad for him to go if you are attached but I can't imagine he would be too comfortable having to wear a collar. He could easily get caught on something too.

Thank you for giving me information on what can happen if we use a collar. I will not be using one and will find him a new home if I have to (and sadly, probably will). I had no idea that the velcro collar could make him sick and even cause death, I was only worried about the dinky cat collar. I honestly can't thank you enough. I would feel horrible if I went out there to feed them one morning and he's seriously injured or dead because I didn't want him to crow as loudly
