Is it to hot? Help!

My 3 chicks that are 10 days old, are outside in the garage, at night we're going to put a heat lamp above them but it's 95° outside now( during the day time) is that to hot for them should I put a fan out there, I also don't want them to get cold at night it's about 70 at night sometimes a couple degrees higher or less should I use a 40 watt reptile red light or 250 watt chick red light (I know that's a big difference but since COVID my pet store has randomly been out of stuff cause it takes longer to ship I guess).
Help and Advice is Greatly Appreciated.
 
i would suggest that 95 is actually the perfect temp for 10 day olds. however in a few days it will need to be at 90. the rule is start at 95 and decrease temp by 5 degrees every week. by 6 weeks it should not be needed any more

So in a few days if it's still 95 outside should I bring In a small fan.
 
possibly but if they are panting just give themcool water and f they are still panting i wounld say to bring in a fan

Ok I use the water where you put a mason jar on it could I put ice in the mason jar since it won't be in they're actual waterer if that makes sense
