Is it too late for my Pekin and if so to do

Hello i have a almost 4 month old Pekin duck named Quackers. He and his brother were attacked by a hawk almost 3 weeks ago unfortunately we lost Peepers that day however Quakers only lost an eye or so we thought originally i have kept the wound clean and for some reason he is completely blind and deaf even though the attack was only to his left eye. he seemed to be doing much better however over the last 2 days he has been turning his neck almost completely uunside down and when bathing him he practically drowned himself almost flipping upside down it is almsot like he is having spasms. He eats and drinks fine but now he is just bonking himself inside into the wall constantly and has neck completely twisted upside down. What do i do? Is it time to put him down? I dont want him to suffer anymore than he already has...
 
It seems to me like something neurological. I feel it would be best to end his suffering. Even if you could get him to the vet, its highly unlikely they would do anything other than euthanize. Best wishes.
 
I can't speak on whether to euthanize the bird or not as I'm not able to directly see how the bird looks. If you want, you can upload a video and we can take a look at him. As of why he is doing this (?) that I don't know, but could range from anything to extreme stress, neurological damage, to infection.

As of now, while you're making the decision what to do with him, keep him in a soft padded, dimly lit, stressful free area with a shallow dish of feed and water provided. You do not want him aspirating on fluids. Nor do you want him banging his head on hard walls, so line them with soft towels.

I really believe its too late for him i have to consider the quality of his life right now and its not good. I cannot let an animal suffer i just dont know what to do i cannot afford a vet to have him put down. We just used the last of our savings putting down my dog of 16 years. I know Quackers cannot even swim anymore and he soo loved the water the last 2 days he is just going backwards to the point he is flipping himself over along with the upside down and upturned neck thing he just started doing as well.His scab on the left side came off today finally on its own and there is still a large hole so there has to be neurological damage and i noticed today he is getting sores on his knees bc he cannot fully stand up for some reason. Its just very odd bx he seemed like he was doing so much better and then this rapid decline the last 3 days now. I have been keeping him a large tupperware lined with towels in a cam area of the house with a heating pad underneath for warmth on one side

Yes please i cant let him continue to suffer as much as it hurts me i know hes hurting more and that i cant have! I dont know if you got the pictures i just sent
 
Sorry i was posting incorrectly. Yes if you can please explain some methods anything will help at this point and its greatly appreciated
