Is my baby pigeon breathing normally? Is this normal for a baby pigeon? I’ve been handfeeding it seeds and syringe feeding it water twice a day. It hasn’t learned to stand up yet. It currently weights around 300 grams. I estimate its age around 17-20 days old.

Now to your pigeon that is 17 to 20 days old.
Generally, papa pigeon takes over at that age. Mama pigeon stops the feeding.
Looks like you are the papa pigeon substitute.
I think your pigeon is less developed than normal for that age. Should be picking up seeds on his own.

If the way you describe pigeon, I thing he should still be getting crop milk substitute. Generally, papa pigeon still feeds Junior until he is about 30 days old. Gets regurgitated seed, which are somewhat softened already. The twice per day you are drop feeding him water,, I think is not frequent enough.

Please do not syringe water, that can easily cause aspiration (which causes breathing problems)
 
Water will kill that baby. Stop immediately! Get it to a wildlife rescue, they know what to do. If you want to keep trying, feed it baby bird formula 3 times a day that would be about 10-15mls per feeding. Or when its crop empties.
