Your Jack Russel looks ok to me. My DD has a Jack-a -doodle ( Jack Russel x Poodle) Her partner has a Staffy - your dog doesn't look like it has any Staffy in it. Though the head is quite wide?

Does he have hearing problems, Many that have that amount of white have been known to have hearing problems.

I am typing this, as having been a shelter volunteer for 20 years , over the last oh, 3 or so years, we have many mostly white JRT's either surrendered or strays, and many of the surrenders
are not due to activity level as the owner states, but, they are hearing impaired or deaf, and the strays have had the same problems.

I think your sister probably doesn't know what she's talking about. Not that it really matters one way or the other anyhow if you're not showing or breeding him. Jack russels have an enormous degree of variety in how they look. Sure, he doesn't look like the national AKC champion, but that doesn't mean he's necessarily mixed. And nothing about him screams "pit bull" (which also have an enormous degree of variety, in areas where there are laws against them they are described in the law as anywhere from 20-30lb white dogs to 150lb dogs of various shades of brown depending on which municipality the law is written in) to me.
