Can't tell at this point. He needs to finish feathering in before any determination can be made. At this point he seems to be lacking muffs, which would be a disqualification. If he's supposed to be black, all that white would be a disqualification. If he's supposed to be mottled, I'm not seeing good mottling at this point in time.
If you plan of showing him for 4H, it doesn't really matter what he looks like. He's not the one being judged.

he is mottled also.
 
Is he from a hatchery? Hatchery birds are rarely show quality and aren't exactly the best choice for breeding stock if you are serious about breeding quality birds. If he doesn't conform to breed standard once he is about 8 weeks old, then he probably won't be a good choice for breeding.
 
No he's not a hatchery bird. Ok I will check back in a few weeks. Later I will post pics of the ones from the same hatch.
 
It is too early to determine show quality. Even if a bird comes from show quality parents, it might not end up being show quality. I'd wait to evaluate him for at least another few weeks and not make any final decisions until he is at least 5 months old (unless there are obvious DQs).
