How old are your chicks? I had two EEs, and one ended up being a Roo. It was obvious by 7 weeks old because he started trying to crow and his comb was twice as big and red as the female. Honestly, I don't think that looks like a Roo, I don't see any red, but I am not an expert. Give it more time.
This is my EE roo at 10 weeks old. Note the deep red coloring on the wing bars and the size and redness of the comb.

Nothing about this bird screams rooster to me, especially the single row comb. EE roo's generally will have three rows of little bumps in the comb. But EE's are good at fooling us too! You'll have to give it more time but I suspect it's a pullet.
