Is my hardware cloth defective?

I'm sorry that your wire is not cooperating with you. Personally as long as the function is correct I wouldn't care if it's wavy on the bottom! The chickens don't care, turn it upside down, put the straight part on the bottom where you need the most coverage and let it be wavy on top. My husband hates my chicken run because it's wavy and saggy, but it works and believe me the chickens don't care. They are safe and that is what mattered to me. Don't be a perfectionist about the looks, just make it safe for the chickens, that's my opinion. I'm sure it will be fine! Good Luck. :D
When I built mine I had to keep reminding myself, it's a chicken coop.

Oh! That stuff is the worst to work with! I use it around some of my garden to keep pests out (got it very cheap, for a good reason) and it's a pain to ever get straight. I've been trying to get some fencing myself with no luck at all. All my local feed stores or big box stores are out or what they do have is astronomical in cost.
 
That pic of it unrolled does look extra wavy. I’ve never worked with the coated stuff, but I used a pneumatic staple gun and with the right technique you can put extra tension on specific areas as you go to keep it a little more flat.
