Is my hen actually a rooster?

For context, my 7 month old "hen" has never laid an egg but mounts my other hen relentlessly and occassionally attacks the other two roosters. It is an extremely flighty bird but not aggressive towards people. It can be aggressive towards the other hen though. It has never crowed but maybe because it is less dominant than the other two roosters? I see spur buds but no actual spurs. This picture is a little older. It wont let me get very close to it now. My other hen is being mated to exhaustion. Should I cull this bird regardless of sex?

That's a male, can see the saddle feathers quite clearly.
